HEC Overseas Scholarships MS/MPhil Leading to PhD - (Closing February 18, 2016)

Introduction:

Under this category, out of the total 2000 scholarships, 1800 scholarship (90%) are to be awarded in total and thus 450 scholarships were to be awarded every year for Master/MPhil leading to PhD program. Scholars are placed in those technologically advanced countries thathave no/nominal/special tuition fee rates for which HEC and higher education agencies and universities in the host countries have signed MoUs. So for three batches has been advertised under the said category 

Objectives:

To create a critical mass of highly qualified Engineer, Technologists, and Scientists Manpower in high-tech fields
To build up the capacity of Universities, Research & Development Organizations and Industries in Pakistan through addition of PhD’s in priority fields.
Considerable intellectual activity is expected to be generated through this scheme as groups of scientists, technologists and social scientist would be engaged in publishing their research work. It is expected that good number of papers/studies could be produced annually. The scheme would provide our system an impetus for an out-put and productivity. Major organizations & universities would be increasing their R&D by absorbing specialized trained manpower. A number of new R&D Projects having economic returns can thus be launched.
The current scheme would supplement HEC efforts for provision of adequate number of trained PhD manpower, to support technology upgrading, develop high standards of Science  & Technology,  Humanities and Business education/training in Pakistan and to meet the challenging needs of Pakistan’s economy.


MINIMUM ELIGIBILITY CRITERIA

 

a)      Pakistani/AJK nationals
b)      Candidates must have minimum Eighteen years of education (i.e. MS / ME/ MPhil)
c)       Maximum two second divisions throughout the academic career
d)      Maximum age on Thursday February 18, 2016:
         a.      40 years for full time regular faculty members of public sector Universities/Colleges and employees of the 
                  public sector R & D organizations   
         b.      35 years for all others
e)      The candidates will have to obtain 50 or above marks in the HEC aptitude/scholarship test.
f)       The candidates who are already availing any other scholarship are not eligible to apply
g)      The candidate must have acquired the requisite qualification on or before Thursday February 18, 2016

Application Procedure:

The following documents are required to be submitted along with the printed copy of online application form:
1.           Attested photocopies of all educational testimonials. Equivalence of the foreign qualification/s from IBCC 
/ HEC will be provided with the application form.
2.           Attested photocopy of domicile and CNIC
3.           Statement of Purpose (One Page)
4.           CV/Resume
5.           Research Proposal based on indigenous issues.
6.           NOC from the employer for in-service candidates (only for Government employees).
7.           Original online Deposit slip of Rs. 200/- (non-refundable) in favor of the Director General Finance, Higher  
           Education Commission, H-9, Islamabad on account number 0112-00500119-01, HBL Aabpara Branch
           Islamabad as processing fee  (Bank Draft is not acceptable)

  
GRE-GAT TEST FOR SCHOLARSHIP
Scholarship test will be arranged for eligible applicants. The test date and time will be communicated later via email.
Important Note:

1.           All scholarships will be awarded on provincial quota and discipline wise merit.
2.           Only HEC selected/identified partner universities in above mentioned countries will be considered for interview / award of scholarship. Detail list of universities according to country wise is available on HEC web site.
3.           Scholarships will be offered only in selected fields. List of subject/fields is published on HEC web site.
4.           Scholarships are not being offered in Engineering, Agriculture and chemistry subjects.
5.           Candidates can only apply in their relevant field of study as per their last qualification otherwise they will not be considered for scholarship.
6.           Candidates are required to make sure whether their field of subject is being offered in their choice of country/university, otherwise candidate will not be considered for interview/scholarship.
7.           Candidates will have to submit research proposal based on local Pakistani issues/problems.
8.           Candidates are required to fulfill the requirement of Host University to secure the admission which may include International GRE, TOFEL etc. Candidates are advised to appear in these tests before the interview / admission.
9.           Candidates are required to indicate the countries/universities of their choice in order of preference in the application form. HEC reserves the right to re-allocate any country / university to the candidate. Only one interview or admission chance against any country / university will be provided.
10.        Only short listed candidates will be called for interviews  
11.        Short listed candidates will be interviewed by the relevant country selection team for award of scholarship
12.        Scholarship test will be arranged for eligible applicants. The test date and time will be communicated later via email.
13.        Applicants are required to fill the online data correctly while applying. No further request will be entertained after submission of online application form by the applicant.
14.        Merit lists will be prepared on the basis of online information/data provided by the applicant. In case any information is found to be untrue/misrepresented at any stage, scholarship will be cancelled with full amount recovery.
15.       Applicants are required to create common profile through online application system and then need to apply for Overseas Scholarships after following the required procedure.
16.       Awardees have to execute a bond with the HEC to serve in Pakistan for 5 years after completion of study, preferably in an institution of Higher Education


 




LAST DATE OF RECEIPT OF APPLICATIONS:

Printed copy of online application form completed in all respects along with all requisite documents should reach the undersigned latest byThursday February 18, 2016 through registered mail or courier service.

By hand / Incomplete/ applications received after due date will not be entertained

ADB - Japan Scholarship Program

The Asian Development Bank (ADB) - Japan Scholarship Program (JSP) was established in April 1988 with financing from the Government of Japan.

It aims to provide an opportunity for well-qualified citizens of ADB's developing member countries* to pursue postgraduate studies in economics, management, science and technology, and other development-related fields at participating academic institutions in the Asian and Pacific Region.
Upon completion of their study programs, scholars are expected to contribute to the economic and social development of their home countries.
The ADB-JSP enrolls about 300 students annually in participating academic institutions located in 10 countries within the region.
The ADB-JSP provides full scholarships for one to two years.
Applicants from graduated member countries, i.e., Hong Kong, China, the Republic of Korea, Singapore, and Taipei,China, as defined under the  Classification and Graduation Policy, are no longer eligible for ADB-JSP.

Admission Requirements
1)      The Applicant’s age doesn’t exceed (35) years For PhD, and (30) years for Masters.
2)      The Applicant must have a university degree from an accredited college or university and should have a degree with “very good” at least.
3)    An approved exam in English is required for applicant whose first language is not English. The approved exams and minimum required scores are listed below:

Scholarship Privileges
1. A monthly bursary of SR 1,900
2. A preparation allowance when coming for the first time of
  SR 1,800.
3. The candidate would receive the health care.
4. Providing an accommodation and facilities.
5. Subsidized meals can be provided for the candidate.
6. A total sum of SR 4,000 for PhD, and SR 3.000 for masters' allowance for printing the thesis.
7. An allowance of SR 2,700 for shipping books (when graduated).
8. Providing the candidate with a two-way ticket annually. 
Tasks and Duties of Scholarship Student
Graduate scholarship students are expected to fulfill their research obligations to the best of their knowledge, training, and ability; to carry out their responsibilities and perform their duties in accordance with all relevant KAU rules and regulations. They should devote a sufficient amount of time and energy towards achieving their degree.
