HEC Indigenous Ph.D. Fellowship Program

OBJECTIVES • Faculty is the heart and soul of the university, and only with a well-qualified faculty will it be possible to have meaningful development in this sector. Qualified faculty is globally recognized as the key of success in learning institutions because they plays important role in promoting “CHANGE” and lead and to prepare others to lead. • Investing in “human capital” is one of the most important values of any society and one of the most effective means to promote democratic understanding and social justice. In order to cultivate a set of leaders, it is necessary that the path to leadership be visibly open to talented and qualified individuals of every race and ethnicity.  • To enhance the education level and encourage our young talent so that they can contribute in nation building with their technical and professional knowledge. • To promote activities to enhance the quality of learning and teaching across the sector and assists institutions in identifying and fostering excellence. • To enhance the research and development activities in Universities /Degree Awarding Institutions (DAIs) in Pakistan by providing funds to the Universities for upgrading their research facilities particularly small laboratory equipment, chemicals, IT equipment etc. which will not only facilitates research of the HEC scholar but also serves as an asset for the department to establish up to date research laboratories to meet the international standards. • To addressed the funds constraints in all income level groups of Pakistan by providing the opportunities to enthusiastic researchers to enhanced / refined tuning of their expertise and capabilities with educational support. • To develop a research sector that is dynamic, and has the capacity to respond flexibly to a changing research environment and which will address the issues of entire sectors of Pakistan. • To develop professional and technical sound manpower to supplement the need of the Industrial growth that is considered to be a back bone of the economy. • To develop a manpower who can serve in industry, R&D, agriculture and defense related organizations. • To facilitate enhancement of enrollment in Post-graduate programs.  BASIC ELIGIBILITY CRITERIA  a) Pakistani/AJK National b) For MS/MPhil, the candidates must have minimum of 16 years of education with no 3rd division or Grade D in degree/certificate in the entire academic career. c) Candidates applying for direct PhD scholarships must have minimum CGPA 3.0( out of 4.0 in the semester system) or first division (in the annual system) in MS/MPhil/Equivalent degree is required along with the condition mentioned above in clause (b). d) Maximum age at the closing date of application i.e. December 15, 2015: i. 40 years for full-time regular faculty members of public sector university/DAIs and regular employee of the public sector/R&D organizations ii. 35 years for all others. e) The candidates who are already availing any other HEC/Government scholarship are NOT eligible to apply. HOW TO APPLY For Users who have got their Degree Attested from HEC, please use your existing User ID (Login ID) and Password to apply for the“Indigenous PhD Fellowship Program – Batch III”: APPLY ONLINE  For New Users; please get yourself registered first with Your CNIC (National Identification Number) and then Apply for Scholarship here: APPLY ONLINE      User Manual for Indigenous PhD Fellowship Program  TERMS & CONDITIONS    The following are the terms & conditions for award of Indigenous Ph.D. 5000 fellowship and the acceptance of the award is an acknowledgement of these obligations: ·         An awardee will not change the course of study specified by the awardee on the application form or in the letter of award without obtaining prior approval of the Higher Education Commission. ·         An awardee is not to hold any other scholarship/stipend during the fellowship period of his/her study. ·         Fresh awardee must take/get admission in the department/universities mentioned in the list of universities ·         Already enrolled scholars in Ph.D. program must be a full time Ph.D. student in a Department/Institute which has a minimum of 03 Ph.D. faculty members out of which at least 02 are HEC Approved Supervisors and must be conducting studies under the Supervision of an HEC Approved PhD Supervisor and the number of Ph.D. students enrolled with that supervisor is below the maximum as specified by the HEC. ·         The awardee must be supervised by an HEC approved supervisor. ·         Number of PhD scholars must not exceed more than 5 (five) under the supervision of one (1) HEC approved supervisor. ·         Change of university/institute at any stage of study is not encouraged but due to unavoidable circumstances will only be admissible giving logical justification for prior approval of the Higher Education Commission. ·         An awardee would obtain Study leave from his employer to join the institution of his study on full-time basis. This is mandatory. ·         An awardee has to execute a bond with the HEC/Government of Pakistan to serve in the country for 5 years after completion of study, preferably in an Institution of Higher Education. ·         An awardee shall sign an agreement with the Higher Education Commission (HEC) on non-judicial paper (stamp paper) to the effect that in case the awardee fails to complete his/her study, he/she will refund to the HEC the total amount spent on his/her studies by the HEC. The format of the agreement is available at Annex-I.  ·         In addition, a personal guarantee of a person of means on non-judicial (stamp) paper to the effect of ensuring the recovery in case of default would need to be furnished available at (Annex- II and Annex-III) ·         The Higher Education Commission would monitor the Academic progress/performance of the Awardee on quarterly basis and the financial utilization six monthly basis. OR On publication with co-authorship of HEC supervisee in HEC approved Journal @ Rs.15, 000/- two times each year for three years. On completion of PhD Thesis writing and sending for evaluation abroad Rs.50, 000/- once are being paid. On successful evaluation from Foreign Reviewers Rs.20, 000/- once are being paid. On PhD Completion/degree notification Rs.50,000/- once are being paid. FINANCIAL SUPPORT UNDER PHASE-II 1 Scholar Payment i. Stipend to Scholars for 1st 02 years during MS period @ Rs.12,000/- pm with Rs. 1000/- increment per year ii. HEC Need Based Scholarships

INTRODUCTION:

Higher Education Commission (HEC) aims to elevate the socio-economic position of the needy & deserving students by providing access to quality education through needs-based scholarships. Government of Pakistan (GOP) has also duly acknowledged the financial constraints barring students from acquiring higher education and has thus earmarked substantial funds for the improvement of education sector.

According to the national income statistics(by GOP), 80 percent of the families in Pakistan cannot afford the expenses of sending even one boarder to a local public university. Pakistan finished last among a group of 40 countries ranked by the Percentage Share of Enrollment in Private Higher Education (A study by World Bank, 1994) , (Higher Education: The Lessons of Experience, 1994). On September 11, 2002, the GOP formed the Higher Education Commission (HEC) through a Cabinet Ordinance with a "mandate to transform institutions of higher education into world class seats of learning."

The Higher Education Commission has started 6000 Scholarships of financially disadvantaged students to study Agriculture and Business Administration Programs since 2004.

OBJECTIVES:

1. To provide an opportunity for talented students who are financially disadvantaged and are incapable of meeting higher education costs at 11 partner institutions /universities in the fields of business and agriculture.

2. To provide opportunities for academically qualified, yet financially needy, Pakistani students to continue university studies in selected partner universities of Pakistan in the fields of agriculture and business administration, especially from remote and rural areas of Pakistan (FATA, Khyber Pakhtunkhwa, Southern Punjab, Balochistan, and Northern Sindh).

ELIGIBILITY CRITERIA:

1.     Financial assistance & scholarships are available for study at undergraduate & graduate level in all disciplines at the selected public sector Pakistani universities and degree awarding institutions.

2.     Students need to compete for securing admission at the participating institution as per admission policy of the institution and be enrolled in Undergraduate (4 Years) / Graduate (2 Years) programs.

3.     All those needy students who are already enrolled in the participating institutions are also eligible to apply.

4.     The eligibility of a candidate is linked to neediness of the candidate as determined & assessed by the Institutional Scholarship Award Committee keeping in view the financial background of the family of the applicant.

5.     The number of G&UG slots will be decided by the universities but weightage will be given to UG slots.

6.     Funding for G & UG slots will continue for full program and eventually the slots will be replaced by new students. In case of any drop out waiting list students will be replaced.

7.     Disciplines will be kept open. University will decide to include or exclude any discipline keeping in view its grant, program cost, and number of allocated slots etc.

8.     In case of Medicine, Pharm-D and other five year programs funding will be made for complete five years.

9.     Considering the allocated grant, the university may adjust the total number of scholarships to some extent in order to cover the tuition fee as per actual.

10. Every student will be paid Rs 6000 stipend per month for the complete program as well as the actual tuition fee.

The filled application should be returned to relevant Financial Aid Offices where the applicant intends to secure admission

SCHOLARSHIP AWARD PROCESS:

1. Data and supporting documents of the potential candidate are reviewed by Institutional Scholarship Award Committee (ISAC).

2. Institutional Scholarship Award Committee (ISAC) which includes members from the institution as well as external community, is headed by the Vice Chancellor of the participating institution who would ensure the impartiality and transparency of the process.

3. The ISAC recommends potential candidates to HEC Scholarship Management Committee (SMC).

4. The cases are presented to Scholarship Management Committee (SMC) that approves the cases after thorough review.

5. The committee includes top Executives of HEC, representatives from the participating institutions, eminent scholars.

6. After finalization of awardees’ list, the participating institutions will forward the funds to students.

HOW TO APPLY:

HEC looks forward to support needy students in sharing educational expenses. However please note that under this scholarships scheme, the funds are not transferred directly to students by HEC. The payment is made to needy students through participating Universities/Institutions. 

The deserving students can obtain complete Scholarship Application Form from the Financial Aid Office (FAO) at the participating University/Institution or can be downloaded.

The Scholarship Form will be submitted along with supporting documents to the same Financial Aid office (at university only) after completion. (HEC will not accept any application form directly)

Students need to get admission in any one of the approved disciplines at the participating Universities/Institutions as per their admission criteria.

Please note that this scholarship program also considers partial scholarship for already enrolled students.

SCHOLARSHIP DETAILS: 

The scope of the project includes 10,019 number of scholarships for the students who meet the eligibility criteria. Whereas uptill now 4967 scholarships have been awarded. Students who are seeking financial assistance are advised to find out availability of scholarships at their relevant university before applying.
