HEC Indigenous Ph.D. Fellowship Program


OBJECTIVES

• Faculty is the heart and soul of the university, and only with a well-qualified faculty will it be possible to have meaningful development in this sector. Qualified faculty is globally recognized as the key of success in learning institutions because they plays important role in promoting “CHANGE” and lead and to prepare others to lead.

• Investing in “human capital” is one of the most important values of any society and one of the most effective means to promote democratic understanding and social justice. In order to cultivate a set of leaders, it is necessary that the path to leadership be visibly open to talented and qualified individuals of every race and ethnicity. 
• To enhance the education level and encourage our young talent so that they can contribute in nation building with their technical and professional knowledge.

• To promote activities to enhance the quality of learning and teaching across the sector and assists institutions in identifying and fostering excellence.

• To enhance the research and development activities in Universities /Degree Awarding Institutions (DAIs) in Pakistan by providing funds to the Universities for upgrading their research facilities particularly small laboratory equipment, chemicals, IT equipment etc. which will not only facilitates research of the HEC scholar but also serves as an asset for the department to establish up to date research laboratories to meet the international standards.

• To addressed the funds constraints in all income level groups of Pakistan by providing the opportunities to enthusiastic researchers to enhanced / refined tuning of their expertise and capabilities with educational support.

• To develop a research sector that is dynamic, and has the capacity to respond flexibly to a changing research environment and which will address the issues of entire sectors of Pakistan.

• To develop professional and technical sound manpower to supplement the need of the Industrial growth that is considered to be a back bone of the economy.

• To develop a manpower who can serve in industry, R&D, agriculture and defense related organizations.

• To facilitate enhancement of enrollment in Post-graduate programs. 
BASIC ELIGIBILITY CRITERIA 

a) Pakistani/AJK National

b) For MS/MPhil, the candidates must have minimum of 16 years of education with no 3rd division or Grade D in degree/certificate in the entire academic career.

c) Candidates applying for direct PhD scholarships must have minimum CGPA 3.0( out of 4.0 in the semester system) or first division (in the annual system) in MS/MPhil/Equivalent degree is required along with the condition mentioned above in clause (b).

d) Maximum age at the closing date of application i.e. December 15, 2015: i. 40 years for full-time regular faculty members of public sector university/DAIs and regular employee of the public sector/R&D organizations ii. 35 years for all others.

e) The candidates who are already availing any other HEC/Government scholarship are NOT eligible to apply.

TERMS & CONDITIONS
  
  • The following are the terms & conditions for award of Indigenous Ph.D. 5000 fellowship and the acceptance of the award is an acknowledgement of these obligations: ·         An awardee will not change the course of study specified by the awardee on the application form or in the letter of award without obtaining prior approval of the Higher Education Commission. ·         An awardee is not to hold any other scholarship/stipend during the fellowship period of his/her study.
  • ·         Fresh awardee must take/get admission in the department/universities mentioned in the list of universities ·         Already enrolled scholars in Ph.D. program must be a full time Ph.D. student in a Department/Institute which has a minimum of 03 Ph.D. faculty members out of which at least 02 are HEC Approved Supervisors and must be conducting studies under the Supervision of an HEC Approved PhD Supervisor and the number of Ph.D. students enrolled with that supervisor is below the maximum as specified by the HEC. ·         The awardee must be supervised by an HEC approved supervisor. ·         Number of PhD scholars must not exceed more than 5 (five) under the supervision of one (1) HEC approved supervisor. ·         Change of university/institute at any stage of study is not encouraged but due to unavoidable circumstances will only be admissible giving logical justification for prior approval of the Higher Education Commission. ·         An awardee would obtain Study leave from his employer to join the institution of his study on full-time basis. This is mandatory.
  • ·         An awardee has to execute a bond with the HEC/Government of Pakistan to serve in the country for 5 years after completion of study, preferably in an Institution of Higher Education.
  • ·         An awardee shall sign an agreement with the Higher Education Commission (HEC) on non-judicial paper (stamp paper) to the effect that in case the awardee fails to complete his/her study, he/she will refund to the HEC the total amount spent on his/her studies by the HEC. The format of the agreement is available at Annex-I.
  •  ·         In addition, a personal guarantee of a person of means on non-judicial (stamp) paper to the effect of ensuring the recovery in case of default would need to be furnished available at (Annex- II and Annex-III)
  • ·         The Higher Education Commission would monitor the Academic progress/performance of the Awardee on quarterly basis and the financial utilization six monthly basis.

    • On Publication with co-authorship of HEC supervisee in ISI Journal @ Rs.30,000/- to be paid to Supervisor once in a year for three years. OR On publication with co-authorship of HEC supervisee in HEC approved Journal @ Rs.15, 000/- two times each year for three years.
    • On completion of PhD Thesis writing and sending for evaluation abroad Rs.50, 000/- once are being paid.
    • On successful evaluation from Foreign Reviewers Rs.20, 000/- once are being paid.
    • On PhD Completion/degree notification Rs.50,000/- once are being paid.

    3 PhD, 1 MSc Scholarships Positions - Agrictural, Life & Envirnomental Sciences at the University of Alberta



    Multiple Graduate Students in Fungi-Plant Interactions at the University of Alberta
    The research programs of Nadir Erbilgin, Justine Karst, James Cahill (University of Alberta), Suzanne Simard (University of British Columbia), and Jonathan Cale are seeking motivated and collaborative students (3 PhD, 1 MSc) to work on a project investigating questions focused on the roles of soil fungal communities in modulating boreal forest resistance and resilience to biotic and abiotic disturbances. This project seeks to expand our recent findings demonstrating the effects of mountain pine beetle outbreaks on below- and above-ground processes, including decline of mycorrhizal fungi and pine resistance following forest mortality in western Canada (New Phytol (2015) 208: 904-914; Plant & Soil (2015). 390: 29-47; PLOS One (2015) 10 (4): e0124691). All students will be co-supervised by at least two investigators and the others will be in the students’ theses committees. While student projects will use a subset of these, this overall project will employ genomic, metabolomic, and DNA-stable isotope probing techniques in field and greenhouse experiments. Student research topics will include, but are not restricted to: (1) Soil fungal community response to and recovery from forest disturbances (PhD); (2) Fungal communities as drivers of tree insect and disease resistance (PhD); (3) Abiotic gradients and the response of root-inhabiting fungi to pine mortality (PhD); and (4) Fungal community control of tree mineral acquisition and carbon allocation (MSc).
